What is required to perform in circuit testing?

Probe point locations and the netlist

To perform in-circuit testing, you need two things: exact probe point locations where test probes can access the circuit, and a netlist that maps how all nets are interconnected. The probe points provide physical access to measure voltages, currents, and continuity at specific points on the board. The netlist serves as a connectivity map, telling you which pins and components are tied to which nets and how they should behave. Together, they let you plan measurements, identify incorrect connections, shorts, or opens, and interpret results against the intended circuit.

Software version and license, BOM and PCB silhouette, or the production schedule don’t directly enable ICT. They may be relevant for other aspects of design or manufacturing, but they aren’t what you need to actually execute circuit tests.
